Front Wheel Wobble/Vibration
With that much road force they probably should have tried either to dismount the tire and reinstall 180 degrees on the wheel. Or match mount, a machine that does road force balancing can do this. They mount the high spot of the tire to a low spot on the rim.
It's hard to say if 22lbs would be felt really.
I had 20 on my 17" bullitts when I mounted snow tires on them. balanced to 0, but showed 20lbs. Never felt any vibrations.
You can just make out the 20lb in the picture.

NP. The bigger the wheel, the harder to balance. Plus it doesn't help when you really cant use weights on the outside of the rim, and have to use stick on weights behind the spokes.
The right person with the right machine can get it right .

I just installed the same wheels as the OP (18in CS69s) and noticing a very slight vibration that seems to vary depending on road conditions. Still not right though as my stockers road fine. The shop does have a Roadforce, so I do plan to go back and make them try again.
They also managed to put different valve stems on the fronts as they were installed a couple days after the rears due to a wheel damage issue that occured in shipping... so they need to dismount one set anyhow.
