Throttle position max?

IIRC, the quadrajet secondaries had throttle plates that would open fully if you put the pedal on the mat, but also had an air valve above the secondary venturies only opened as far as the airflow required. I think you could tune the air valve opening rates. A little like Holley vacuum-secondary carbs, actually.
A Holley double-pumper will stand all four throttle plates straight up at WOT regardless of engine rpm or load.
I also think the reset procedure mentions a specific number of seconds (for some reason, 5 seconds comes to mind). Counting "1000-1", etc., probably gets you close, but isn't the actual spec, so if you tend to count fast it might not "take".

The AeroForce gauges will show both throttle position and pedal position.
I usually have pedal position selected and it does show 0 to 100. When I would watch throttle position, I would see the same thing as the OP from what I remember.
I like watching the pedal position reading as it's interesting to see how different the car reacts depending on various positions.
