Usually you can feel overspray on the paint. In that case, I'd clay bar the whole car. As far as steel wool goes, I have used #000 on my glass and it didn't scratch the glass.

#000 won't scratch glass but you're borderline with stainless steel and chrome found on Classics like my 70 Cougar.
Safer with #0000 on anything that's not glass...

While you are out there do it on the outside of all your windows, it will make them SHINE.
New or used, razor blades of the stainless steel type will scratch glass.
Jegs sells plastic razor blades just for glass....
Take one look at a razor blades edge under a microscope and it
looks like a serrerated knifes cutting edge. Not for my glass....

That's why I say using a chemical first would be better than scraping. But, I have come across some chemicals that can etch the glass as well. Either way, if it happened to my car, and it was more than a few inches- they'd be putting a new windshield in the car.

I always have some steel wool in a bag in my trunk to get any bug splatters off my windshield after they dry. That's all I used to use at the body shop for any little bit of overspray on the glass, however, I did make the mistake once of trying to use it on the side mirror. I won't do that again...
