some states like NY if you get nabbed by a staty theres no officer appearing everything is handled by the DA then they can call the officer in, they crunched the numbers and the troopers were letting too many people off by failing to appear and it was costing NY a lot (like NY doesn't suck the people of that state enough, thank god i moved)
