Default quick n easy 2007 question

Noticed recently getting gas that my 2007 GT doesn't have the little "flap" at the top of the fuel tank neck - it's just an open hole once you remove the plastic cap. Now I'm questioning if there ever was one. Should there be one there?

Been having trouble filling up recently - gas handle/pump seems to kick off before the tank is full. Wondering if this flap issue has anything to do with it.

Is the car supposed to have a flap at the top of the neck or is it open?
