The damage doesn't look like much at all.

BUT I do have a reverse gear camera, which I hope will add to labor costs - and I can do the camera myself lol

Don't sweat it! State Farm is great to work with. Just demand new OEM parts and you will be pleased with the check... especially if you are getting the brother-in-law discount on labor at your preferred shop. You could buy the parts you want at discounted prices from online Ford dealerships (or see if your local Ford dealer will price match with Tousey Ford) and probably come out even.

I called two places today that told me they'd (6R3Z-6320049-BA) been discontinued and had none in stock, the third place had one but wanted over $100 to ship it.

I found those too... I'm scratching my head over why they don't want to get him the bumper cover?

The second link is the correct part # 6R3Z-6320049-BA, and at $455 it's $100 over Ford MSRP. The first link, part # 7R3Z-17K835-AAPTM, is for the bumper cover only without the other odds and ends that come with the higher priced one.
It is starting to look like the accessory bumper, 6R3Z-6320049-BA, has been discontinued by Ford and I was told the same by multiple Ford dealers today. Even American Muscle is out of stock on these again at $455.
You can still get the cover alone, 7R3Z-17K835-AAPTM, and purchase the other odd parts separately to convert a GT to a CS/GT500 rear bumper for a higher cost than the accessory bumper.
I did order one today but I since I don't have it yet I'm going to keep checking around.
