Default Need help with gauges!!

Purchased the car with gauges already installed. Since the day I bought it the water temp gauge has never worked. When I start the car, the gauge needle does move but just enough to tell me it's functional. I recently discovered a black wire (which looks to be a ground) curled up and tucked away in the engine bay near the pilot hole it was ran through. When I ground the wire, the gauge jumps all the way to full temp, so I think it is shorting out. Does anyone know where the water temp sensor is located? Or how to trouble shoot this? Another issue I've been dealing with is the boost gauge remains at 3 psi when I kill the car. Could the gauge possibly be reading wrong? or is my by pass valve not functioning correctly? I appreciate yalls help.
