the cleve is a great motor it can handle more hp than teh windsor and will make more hp than the windsor almost everytime. the cleve had such big ported heads they flow better than any aftermarket head for the windsor, except the all out race heads. the cleve was more rare and harder to come buy, the w is like the 350 of ford motors, its so common you cant help but to use it.
all i can say is i just finished my stroked 351w [to 408] and the motor is crazy! Granted i put a good bit of cash into it, but in 3rd gear running about 45 to 50-when i stomp it the wheels spin. pretty generic response, but parts are crazy easy to get and can be had cheap. motor dropped in and i used my heads from the 302. blocks in this area can be gotten from 50 to 100 if you shop hard. i'm not familiar with the cleavlands, but i know they are great as my father in law tells me---he raced all fords motors and ran cleavers in the '70's in dirt track with 13/1 and greater.
good luck .....
i'll dyno my motor this spring and hope to get some more info out to let you know what i'm making and how i made it.
