if its choking then the pump is running just not getting enough gas. what ive done before that works is i kept turning the key on and off, which will turn the pump on and off, then tried and it started. i think your pump is fine, the filter might be clogged like mentioned due to the bottom of the tank crap. 3 gallons shouldve started it though.

My guess is the fuel pump burnt up (speaking from experience unfortunately)
