high flow heads are 900$ 370cfm thats 4v teritory

some VT stage 1 cams, Long tube headers, mid pipe and gears and you should be able to take him and sound nice doing it

There is really no way you are going to keep with him without major engine mods or NOS. Its just a bigger engine and if has installed more mods as you said, he is probably gonna be even further ahead of you. Whats your beef with NOS?

Those older stang's might have had the raw power, but they don't have the modern technology to get it to the ground efficiently, unless he upgraded the suspension. Putting in some gears would be the first thing I'd do.
