I am a Police Officer in Missouri, so mind you the laws will be different in different places. But, in Mo, the law says that rear lights have to be visible from (And I don't even remember exactly, shows how much WE CARE) around 50-100 feet, something like that.
I have yet to see another Officer measure the distance behind a vehicle to see how far away you can see it's lights.
Same goes for going catless...in much of Missouri you will fail emissions (Not all counties have emissions tests), but you are not likely to get a ticket for not having cats.
Dan is right, anything you put over your tail lights is going to hinder visibility from the rear. And, possibly, you could be liable if you were rear ended.
But dangit, they look good!

Mine are supposed to be arriving tomorrow. I ordered 50% tint and not blackouts. Hope I don't get any trouble.

Guys why do we even get tail light tint anyway? Unless something adds any hp or my car is a show car, most exterior mods are a waste of money and time. But I guess since the tail light tint adds 10hp, go for it[&:]
