i do want to clear something up..
you cant just 'change' the redline of a vehicle can you?? unless youve done some work??
and as far as shifting/launchign..
if youre able to play around witha launch, you'll probalby find 3500-4K or so is gonna be a nice spot to feather the clutch out from
and for shifting.. go half way between max tq and redline (though, that would require dyno-ing)

I believe the redline is set at the max rpm that it is safe to spin the rotating assembly without damaging it. You can add things that will help the car make power higher in the rpm band, but the stock crank, pistons, rods, etc. are not supposed to spin past the redline because you could damage something. You would need forged crank and rods, balanced rotating assembly, and the valvetrain to match to be able to safely increase redline of the engine.
go get your car dyno'd and see where your power drops out, cars are going to be different, i think mine was around 5500, as far as changing your red line, with a tuner, i dont think you can, but you can turn your rev limiter off.
