RE: 18s
I haven't made that move myself, but I can tell you my experience with swapping to some heavier wheels... About a couple of years ago I made the move from my 17x8 cobra wheels (stock ones on the 97/polished alum.) with the 245sto some 17x9 chrome (the chrome is about an extra pound from my understanding) with 275s... I was really impressed with how they looked, but when I got to driving the car, it was totally noticable that the rotational mass had increased and that the car that really never bogged during a WOT running through the gears was now showing small signs of boggery... I don't have any 1/4 mile times or anything like that to throw out there for you, but you will notice a difference when you make the move... It always kills me when I see some of the wheels that some people put on thier trucks around here, without doing anything to upgrade the brakes... yes, that is another place that the increase in rotational mass will get you. While the dudes in trucks don't really care if they are slower in the 1/4 mile, they should care about thier ability to stop when they have to... but now I am rambling...
