Default pi or non-pi

i'm sure this has been posted before so don't bust my ballz!!!

i know the pi heads are a great upgrade for a non-pi mustang, but can you make non-pi heads just as good as pi if not better? im still new to the whole mustang world so please forgive my ignorance.

the most restrictive thing on non-pi'sis the intake manifold. you can port and polish the non-pi'sthrow in a nice cam anda pi intake

I was just wondering which would be more cost and time effective.

if your looking for cheap, just get all the pi stuff (cams, intake, and heads)
if you want to spend a little more, get the PI heads ported, and throw in a stage 1 or 2 cam in there.
the stage 1 cams requires your stock springs, and willgo right in,the stage 2 cam will need new upgraded springs.
