I'd bet a dollar that they are 16's, and Ford's governor is set at 125-128. Thats apparently where Crown Vic PI's are set at, they top out at about there- unless you are going downhill.
Definitely get a tuner when you can. They are most helpful for our autos. Firmed shift points + 4.10's = Almost as fun as a 5 speed

Well idk my car didn't have a tuner on it before and i did 145 on stock computer and stock gears I have a 5sp though. Idk i read somewhere that it was 168mph. i'll see if i can find it again.

GTs that came from the factory with 16s had H rated rubber, and as such, were limited to prevent death and lawsuits.
Cars that came with 17s are ungoverned and usually hit the wall at 140 to 150ish. My 02 GT hit 142 with a few mods and 300 pounds of cargo.

I dont know about the GT's though, i just got mine and havent really "tested" it yet, but the concept should remain the same.
