+1 At your mod level your engine/fuel system isn't getting hot enough for it to matter. On the other side of it, besides a little water it wont hurt anything except maybe allow corrosion if it's not properly taken care of.

There's not much drag that's going to matter to the car itself and if it's properly secured, it's not going to fly off. The front air that hits the car about 12" from the actually raises up off the car a couple inches. Medium speeds would create more drag than Hwy on the hood scoop.
