Default Strange "whine" in motor

So I have my 1998 GT and it has a brand new belt, and it sounds like I have a super charger on my motor... with that whine noise from the motor. What the heck could it be? I do have underdrive pulleys... is it just the pulley's slipping? anyway I can get rid of the bloody noise? thanks

so in talking with a buddy of mine about said "whine" He recalled the spilling of Antifreeze on the belt when changing the thermostat... and said that the antifreeze could be making the noise on the belt. he mentioned spraying Brake cleaner on the belt to see if that clears it up... any thoughts?
