Am I reading that correctly, that your cruise control stays engaged when you brake, and even if you press the OFF button on the steering wheel?
I think the first thing you should check is brake light operation. If they are not lighting up when you press the brake, there could be a problem with the stoplight switch or the circuit.
That wouldn't explain the inoperative OFF button, though. It's possible that the switches on the steering wheel may have gone bad.

the brake switch and the button are two seperate ways to cancel cruise, if neither work its most likely an issue with the cable that attaches to the throttle body. check it for binding and to make sure that the area where the cable slides into the outer shieth is in good shape, sometimes as the cable slides in it will get stuck. if that checks out make sure that there is nothing getting stuck in the throttle linkage itself.
