Yes ith will work with your 99', and no you do not have to remove it when you get a new tb/plenumn combo. I have the Steeda one on my car with a 75mm tb and C&L plenumn.

i have one in my car though it seems to be a bit smaller in diameter than the plenum does so i think i might be losing some air that could be traveling. not sure though. i put that and the TB and plenum on at the same time so can't tell ya if it helps or hurts

If you buy one get the Steeda piece, it is machined better has better hardware and uses a Ford seal instead of a POS paper gasket.

And all aftermarket plenums are already raised.
