actually let me refraise that question how much money would it cost for a 4.6L to make 400+hp in Natuarally aspirated form.

no it could be done. depends on how much you wanna spend. i know SHM has a 385hp N/A 2V motor. but it uses a prototype intake manifold, prototype heads, and prototype cams. Saw it in a little kiosk in arizona

You could probably get about 340rwhp or so with the stock block. But I think it would cost more than what your willing to spend.

$4,000 will get you a forged shortblock and not much else. You are not going to hit 400rwhp N/A on a 2V. $4000 would help you do just about all if not all of the bolt ons. It would depend on how much you did yourself and how much you put into labor. $4000 would also get you heads/intake/cams, but again not much else, so I'd start w/all the bolt ons and work my way from there.
