U are going to wanted to buy catted if you have any strict emissions standards otherwise you won't pass w/ off road no catts. You are not really gaining much more rwhp no cats to two cats and would not be worth having to swap out back to stock every two years for an inspection.

is it worth the money to buy a catted h-pipe or would a hand held tuner be better

u will gain more hp w. h-pipe but tuner is useful for gears changing tires, etc.

Or.....You can do what I did and remove the rear cats on the stocker. Flows better and the sound is SEX!!!!
