I am guessing he is talking about the cut outs in GT bumper for the exhaust tips. If you are going to run dumps it would looks kinda weird to have cut outs.

Im wanting to get everything out of my car as possible. Like i said im really new to all this and im probably gonna have to get alot of help putting this stuff in but im willing to learn. I plan on keeping this car for life and will probably end up turbo'd or blown, but thats years from now

The guy that is doing my exhaust is going to dummy my tips so they look stock sittin..no problem with cutouts.

pullies are a waste??? I beg to differ with this. Did you have pullies before? They are only a waste of money if you plan on goin FI. I had them and for the money is one of the better bolts on you can buy for the money. OP will notice a difference driving car from no pullies to pullies.
