Throttle jumps at first start...

Throttle jumps at first start...
Ok, now for yet another mystery in the old '86. When I first start the car, the throttle jumps to like 2 grand for about 2-3 seconds then returns to idle (about 600rpm). Is this a sensor that may be going?
Another problem is that when coming down from higher RPMs (to turn a corner or whatever) and I disengauge the clutch, the engine almost dies (hasn't yet, but the tach falls to about 200). It falls so low that the power steering pump isn't spinning fast enough and I really have to force the wheel sometimes.
The two might be related. TPS maybe? Any ideas?
Thanks

Does it hold there (at 2000RPM) for like 2 to 3 seconds though? I've owned an 82, 83, 84,85, NOW an 86, and a 87 (fuel Injected also). None (even the 87) held at that rpm for so long. I thought maybe something was wrong, especially combined with the other part of my post about it wanting to die out when depressing the clutch after down shifting.
