Id say a cam and set of used aftermarket heads should put you right there. Even on an otherwise stock engine, if you go with the right combo (you have to consider your intake will still be stock) you can pick up an easy 50+ hp.

oh i c, well then i would port your intake, have some work done to your heads or like he said find a used set of aluminum ones, a can and come rockers. should give you some hp.

its not necessarily that the stock intake needs porting that limits it, its the length of the runners. The stock intake is designed to make power below and up to 5k rpm. With aftermarket heads (most any) they will flow well up to 6k+ rpm - which is where most of your power increase is gonna be (4 - 6k) when you go with better heads and cam. If you've got an intake that is by design restricted to below 5k rpm to enhance bottom end power - going with too big a cam for higher rpm power is gonna not only rob your low end power (by design) but its also not gonna pull well in the higher rpm's (because of the lenth of the intake runners). Porting your stock intake is fine if your not gonna be revving high, but if your not gonna rev high then heads won't be of much benefit to you.

equal length headers and a bigger cat back exhaust would be the first thing I would do to make the engine breathe easier and this will give you the biggest bang for the buck spent. if the exhaust is restricted, the other changes won't do what they could do with a freer flowing exhaust.
then I would go with a larger throttle body and EGR spacer to let more air in. after that, go to a bigger cam and heads but you can't do all this for under $1,000 unless you get some good buys on used parts.
