your going to need a pretty big cam and some nicely ported heads to make around 350hp. But its do-able. Ive seen budget motors with ported 289/302 heads make around 350hp N/A. Its possible, you just got to pick your parts very carefully and go the extra mile. Doing it carb'd would be easier than making it with EFI, along with a hell of alot cheaper.

Carb'd you would need something along these lines...

Heavily ported E7's, with Manley Race flow valves, like about 1.84/1.54 or something a little bigger.
about a .530lift/228-230 0.50 duration. Or somewhere along those lines on the cam, a custom cam would be preferred but if your on a budget its not going to fit in.
Just some 1.6 aluminum rockers.
A vic Jr intake or something comparable, gasket matched, maybe even extrude honed.
A 600cfm Demon carb. Holleys are good to but you'll probably loose 3-5hp with one.
Some long tube headers, 1 5/8 or so primaries, get the tubes to big and your going to hurt low end torque, shorties are good to but long tubes are almost always preferred.

And there are a ton of little things that need doing, but the heads are going to be the biggest draw back, your going to need to work on them a good bit. You could find some GT40's for cheap, about $250 a set and put the biggest Manley race flow valves that will fit, i believe 2.02 intake and 1.60's will fit, but not sure, those may hurt the low end torque a little more but they're going to be needed. If you do that i think you will be much happier, ive seen flow numbers on GT40's with a stage III port job and race flow valves flow 240's on the intake and 205 or so on the exhaust side. But a good set of aluminum heads will already be over those. SO....its all about the size of your wallet...there is no replacement for cubic dollars.
