Well there is 2 ways of doing that, you can just punch out the existing cat, or you can get creative and put on off road pipe on and take a sawzall and cut 2 cats in half and strap them around the pipe to make it appear like they are attached, that really only works if they just check under the car with mirros or laying on the ground, if they put the car on a lift it will be clear that they aren't functional.

Easy, you don't pass emissions testing. And if for any reason a cop should look under your car and not see them, you can plan on shelling out quite a bit of money. ( I may be totally wrong, but I thought the EPA set the offense to $2,500/violation)

I'm a licensed inspector in massachusetts and I was taught from the state training program that the fine for a car that comes factory with cats is $10k each cat. removing the cats is an off-road only mod(legally speaking). you can do whatever you want and take the risk. i run high-flo cats and they'll give you almost the same tone.
