fule pressure?

ok so i checked the fuel pressure with vacuum line off (goes to regulator) the pressure is 40 with line off..... 30 with line on...what gives? my car hesitates after 2000pms.

Does this only happen when the engine is cold? I don't think the issue is fuel pressure related, unless of course your pressure fluctuates during the hesitation. You may have a valvetrain issue as well. check for a fluctuating intake vacuum during the hesistation. If this is the case, you have sticking intake valve.
