What is the fog lamps relay...can that go bad...if so how do i tell?

alright i just took out the right side lamp in the parking lot of my townhome...(Got some weird looks)....and of corse its blown...im sure the other one is the same way....any suggestions on some sweet bulbs???????

the silver stars are nice, my first set went bad in a month then i called and complained and got new ones and those have lasted 5 months then my car got hit but the one side still worked when i set it to the body shop so i'm gunna say silver star or sylvania(sp)
