Default installing drum brakes

What's the best way to retract the E-brake cable spring so I can install that adjuster plate that attaches to the primary shoe?

make sure the e-brake cable is loose. use a pair of vice grips to grab hold of the spring and pull it back while simultaneously pulling on the cable end and twisting the lever arm loose from the cable.
