Default Problem with my fuel gauge?

Right now when im driving around my fuel gauge is jsut barely above the empty mark but when i turn off the car and let it sit for about five minutes the gauge goes up to a quarter of a tank. This made me suspicious because when my tank was on empty before and i put 38L in (its a 53L tank i think) the gauge was above the full mark. Do you think my gauge could be bad?

How much gas do you actually have? It's normal for it to read full when it's not really full and above full when actually full or close to it. I can get quite a few miles before it actually falls to the "full" line. is it a steady decline / incline when using or adding fuel?

also when the car moves around the gas splashes back and forth..once you sit then it all settles
