Ok well I got a 91 notch with just a 302 in it. My problem is that with it in neutral I will give it gas and my rpms will go up but it takes them a little while to go back down. What could be my problem?

take the Idle speed motor off and clean the passage/pintle or replace it they are inexpensive

Could be IAC (Idle air control) could be a dirty sticking Throttle body, could be a slightly pinched throttle cable... Could be a lot of things, but I would check and clean that IAC before I looked any further. It is a good idea to clean the IAC on a regular basis.. I do it every 4 oil changes.

It's very likely if you don't have a scanner to run a koer test just take of the IAC AND try cleaning it if it doesnt help by cleaningtry replacing it.
