Could be pump, could be regulator, could be ruptured or damaged line, etc. How are you checking the fuel pressure? Did you check it with the key in the "on" position? Try turning the key to the "on" position. When you do, do you hear the pump engage for a second and then stop?
If you have a spare regulator or access to one (even if you borrow one from a friend) then I would just quickly swap them out to see if there's a difference. Normally I'd say to remove the vacuum line and look for evidence of fuel in the line. But since it takes less than 5 minutes to swap out a regulator, then I'd much rather just do that.

just check everything in the fuel system, its not like its a big system or anything. here...
koeo- do you hear the fuel pump prime?
when was the last time u changed the filter?
get up under that bitch and look at ur fuel lines
does the car run at all? start it up, then pull the vac line off the fpr, idle should rise a little
where are you checking fuel press? schrader valve i assume?
lastly try clamping off the return line, and keep priming the pump... pressure should build, telling you if ur pump is good or not

yes i hear the fuel pump prime. it starts after about eight times turning it over. if i prime the pumb about 5-6 times then it starts fine. i checked the pressure schrader valve. if i keeping priming the pumb i get pressure. but when it sits for awhile it doesn't
