Vacuum leak?

Default Vacuum leak?

I have a high idle, I have checked and replaced the TPS, and I have cleaned the IAC, set the base idle, and it still has a high idle(about 1500) I have checked for a vacuum leak with propane, I found no leak, but! I do notice that when I put it in gear (go from park to OD) the rpm's jump up (higher then in park)and then go back down. I need to pull the IAC and plug the ports and then restart it, to see if the rpm's drop.
Any idea's why it revs a little when I shift it?
