Default whats in this picture ?

hi can someone tell me what this is .. im guessing it has to do with emissions but should those 2 screws be in there clogging them holes or am i missing something ... also the open hole -should something be in there ???

its in the corner of the engine to the left of the throttle ... 93 5.0 .. it was also in my 89

so if u do away with the smog pump can u do away with that or should u just plug them.
