Advice: Tell him to give you your 200 back or to give you the car for that. Unless you have a huge budget the problems you'll run into could be much worse than anything else.

I wouldn't buy it....if someone would park a car for 12 years it probably wasn't taken care of before it was parked. Basically people put cars out when they are too far gone. If you could get it for 200 that you already gave him, might make a good roller to build from, but I wouldn't pay more than you could get for scrap.

If it's rust free and not been driven in over 10 years. I'd be all over that for a build up project.
Get over the used car advice of kicking tires, checking for smoke on start up, feeling the alignment.
A $1000 project car only needs to have potential and a goal.

someone beat me too it, the brakes are definetly bad by now... the tires are prolly dryrotted from sitting so long, as would be the hoses, some of the wiring, and any rubber parts on the car that have not been taken care of....
