Fog Lights

Only one of my fog lights are coming on. I checked the fuse and the connectors and everything is fine. I then tested the voltage and I'm only getting 7V to one of the lights (the one that's not working).

What could be the problem as to why I'm only getting 7V to the one that's not working?

I think some of the connectors may be copper so check for corrosion(green).
