Don't forget you're going to need injectors, bigger MAF, headers, exhaust, fuel pump, and throttle body if doing heads, intake, cam or most any power adder like a blower. Factor that into your equation. Oh and an adjustable fuel pressure regulator too. And depending on your trans, you'll either want/need a torque converter/shift kit if AOD or Hurst or similar shifter if 5 speed.

I would do the above mods, see how the budget looks when you've gotten all the parts together, and see what you have left. Doing heads and such without these supporting mods will really minimize the gains you see from it. NOt that you won't see any, but it will be less effective.

If you get the above parts in place (don't put them on the car yet, you'll be taking them off again very soon anyway), then see if you can swing heads/intake/cam together. Go with a Cobra intake, just as good as a GT-40 and about $150 less....

Are you auto or stick? If you are automatic I would do shift kit first, gears second and then torque convertor along with the purchase of an aftermarket oil cooler, that is of course if you are an automatic. Next go ahead and do your exhaust then I would work on suspension, something that a lot of people don't do is get their car all nice and hot rodded with a big powerful engine and they are runnin' 14's or so because they can't hook, so do control arms, drag shocks and get some nice sticky tires. Then from there on start with heads etc. Other people may see it a different way, but that's the way that I think it should be done... just my 2 cents... Oh and BTW the random thought for today is, if it's just you're two cents a someone gives a penny for you're thoughts, someone's making some money somewhere along the line... sorry I just had to say it.
