116 - ECT out of self test range 0.3 to 3.7 volts
411 - Cannot control rpm during KOER low RPM check
412 - Cannot control rpm during KOER high RPM check

Engine still too cold to run the KOER, you need to make sure the coolant temp is above 160°...... if the other codes repeat though, that IAC valve may be kaput..... you need to rerun the tests under op temp conditions first. LUK

ok I thought you were saying the car needed to be below 160 to do the koer. Ill go try again

That wouldn't mean that only the IAC is bad would it?

ok I ran the car at idle until the fan turned on so I figured that would mean it's at least up to operating temperature. After the fan kicked on I turned the car off and put the jumper in place then restarted it for the test. hopefully this is what I was supposed to do.

The condition that has caused you grief regarding engine start up, is either not present or isn't EEC related. Unfortunately.... to really diagnose that type of problem, you would have to go through a series of tests to isolate what is causing the problem, when the condition is present....... something like this "How to Solve an EFI No Start" write-up.

I read through that and it was really informative and seems somewhat easy to do. I'll try to get through as much of that tomarrow as I can. Thanks for the link and all your help
Either you've had a lot of schooling on EFI or a lot of problems lol
