Speedometer Issue

So my speedometer is very jumpy and just goes crazy until I hit 20 mph, then its smooth, and compared to a gps, fairly accurate. I have searched for this on this site, but didnt find anybody with the same exact issue. It only does it until 20mph and is fine all the way up, which I find to be weird! Thanks

Try pulling cable out of sheath and liberally lube with petroleum jelly.
