If I have power in the harness going to the TFI on the ICM/RUN pin, wouldnt that tell me I am all good there?

You could be feeding it power but if it is damaged, it won't respond. My comment about the ICM is a guess. I have no specific reason to suspect it as the source of your problem. You seem to have chased the TFI and the PIP so what is left? The ICM and at worst, the computer. I would still be interested to see if you have any fault codes just to rule everything else out. It is like when you check the fuse last in a circuit that has failed. Sometimes, it is the most obvious thing that we overlook.

My second mustang was a 89 lx5.0. After all of these years, I don't remember where the ICM is. You have an 88, so you can figure on problems showing up from time to time due to age. I suggest you buy a Haynes manual for your car. Make sure that it has a wiring diagram in the back. With that, you can find out exactly where the ICM is and the procedure for troubleshooting it.
As for the codes, the manual will explain how to do it. You can use a test light or a multi-meter. I am serious about the manual. It will be the best $20 you spend. They have them at the chain autoparts stores.

Everything is explained in detail on how to test the TFI and PIP as well as the control circuits. Its very simple stuff It sounds like you have a TFI issue or wiring issue going to and from the TFI thus you not getting a PIP signal. Again PIPs can be tested easily with a test light.
And the ICM is the TFI module.......
