Default Wiper does not work?

One of my windshield wipers works fine, but the other one does not move at all. Whats the problem and how can I fix it?

if one works and the other doesn't i'm gonna guess the linkage fell off or something. pull off the cowl and you can see and get to the linkage pretty well. not sure what would cause it to come off but that deff sounds like it.
