A.Remove the ignition switch, stick the key in, turn slowly forward and back and verify the rod to the ignition switch returns back to its original position as the cylinder return back to you and is not broken or sticking.
B. using a digital volt ohm meter, or test light at the ignition switch to confirm its sending power to the starter circutry when it shouldnt be.
After verifying that, the options left are
1. You purchased a bad ignition switch or starter solenoid- verified by testing.
2. The gear on the the KEY CYLINDER and or linkage rod from key to switch is damaged.
The parts may still be available at the dealer.
This is very common in T-Birds and Fox Bodies and my car had this situation, I had a start switch(junk) installed when I first bought my car, then had dealer repair the colum $275 or so, as I recall.
A good ignition switch wiring diagram should be in our archives by searching.
