Default no data sent......

Im currently having issues with my 86lx running rich, no power, ect..
When I pull codes in KOEO I get a code 11 which I believe is a system pass. When I run KOER I get a "no data sent" message on my scanner. Ive ran these tests three times with all the same results.
Since then Ive replaced both o2 sensors, plugs, cap, wires ,rotor, fuel filter, Maf sensor , coolant temp sensor.
Im wondering if the ECM is shot and thats why I get the no data sent ??
The car was converted over to Mass with a B303 Cam, BK CAI, headers, Flowmasters, MSD coil, ported and polished stock heads,Cobra upper and lower.

ECM is doing koeo so is responding what about memory? Ahh, hate to ask but do you have the engine running for the KOER test? Why were all these parts replaced? ECM doing part of tests tells me might be operator error or tester failure. Use paperclip analog v meter or 12v light or check cel flashes.
