Default random surges in RPM

So my mustang has begun having starting problems. Sometimes i really gotta pump the gas alot to get it to start. (maybe a new solenoid or starter) Also once i get it started sometimes it will go zooming to about 2500 RPM and just stay there until i put it in gear. Then it will for instance once i push the clutch in the RPM will stay at 2000 and will very very very slowly go down. And sometimes when it does start it will just idle normally and not act up at all. I tried installing a 3 different IACs in the past month and no change. Now my car does start everytime just it takes some pumping to get it going. ANY IDEAS?????

also while im driving i can take my foot off the gas and it acts like its in cruise control it will continue at the same speed, but cruise control is not activated.

Here is a vacuum diagram.

I would hook up that hose going to the egr valve first than check for codes.

I glued and taped it back together. And i checked for all other broken or loose hoses. Didn't find any. But took it out for a drive. It seemed to start right up. So i turned it off and back on and started back up. Drove down the street and back. Seems to have fixed it. Not 100% sure. It could just be one of those times it doesnt do it. Ill try again later and see if it does it.

I don't think that that little hose would have caused all of that but I hope it is fixed.

Ya I thought i might have broken it while i was changing my spark plugs the other day, but its been doing it since December. After i taped it up, it starts everytime no problems and it doesnt surge anymore. Pretty pissed and relieved it was something that simple.

check the idle bypass valve. Spray carb cleaner in it and see if that helps. If not check with TPS....should be some material on the next about how to do it and see if its in spec.
