What size Injectors and fuel pump?
I have a friend that just recently bought a 1995 5.0 that has been modified. but from what I can tell they didn't upgrade any of the fuel system.
Specs are:
-Trickflow Twisted Wedge aluminum cylinder heads
-Trickflow Street EFI intake manifold
-Trickflow Street EFI 1" spacer
-Trickflow stage 1 Cam Duration 275/279, Lift .499/.510
-Trickflow 1.6 roller rockers
-Mac underdrive pulleys
-C&L 76mm mass air kit
-professional products 75mm throttle body
-Aeromotive Fuel Pressure Regulator
-Headers back exhaust
From what I can tell it still has the 19 lb injectors on it. The car has a hard time start. Has to be primed three times for it to start right away or you have to crank it for a few seconds and pump the throttle a little bit.
I believe he needs a higher flow fuel pump maybe 155lph and 24lb injectors. Is that a good assumption?

The car starting and the car performing at optimal performance due to fuel needs are two different things.
Yes for those mods the car should be running a 155lb hr fuel pump. However, if the current pump isn't priming that's a whole nother issue that should be adjusted.
Personally I would tell him to can that MAF as I know the thing is gonna run the car rich and buy a Cobra ECU, use a stock MAF, and run 24lb fuel injectors. You'll get much better results.
Keep in mind that setup isn't overly aggressive on the fuel needs. While things are a little out of balance the stock 19s "can support" up to around 280 rwhp. That would be pushing them beyond their 80% load capacity but they can do it. 24s would work better.

nope put a fuel pressure gauge on it and check for leakdown!! built a 94 for a guy and at the time he had to use 19's with a tfs kit, never had that issue, pulsing the key / priming is a dead give away for leakdown
