Default Turbocharged with no bov

Help.. Looking at buying a 1992 mustang gt, with a 70t master-power kit on it. But just noticed it has no bov!?! He had a shop dyno tune it (have all the paperwork) and they told him with him running 8-9psi he really don't need A bov. There's about 6,000 miles on the kit now, Turbo looks fine no play in it. I'm mean come on, am I wrong or what but don't every turbo car need a bov? Can I get by a week or so till I get one ill stay out of boost.. I'm lost.. Why would a dyno shop tell him he is ok with put one??
