Default High idle on my 89 mustang 5.0

So I was having issues where the idle would bog down randomly when the car was at op temperature. When I pressed the gas and brought it to around 1500+ rpms it would nearly shut off when I let off the gas. Sometimes it did **** off. I changed out the IAC valve and suddenly it idled smooth. Except now it idles around 2000 rpms. I have done everything to try to bring down the idle. I adjusted the throttle as low as possible. That changed nothing. I changed the TPS and it was obviously broke. It wouldn't spring back to it's original position. I bought a new one and installed it. I adjusted the voltage to the .98 recommended volts. I've cleaned the MAF. Still no change. Someone before me unplugged and deleted one of the O2 sensors and the other one on the driver's side had a shotty wire job. Someone snipped the wires and reconnected them. The wires are even the same colors. So I'm not sure if the harness was replaced with another year model. Or the wrong o2 sensor. Before I go replacing that harness and O2 sensor are there any other things I need to check besides what I've listed? Thanks for any help.

I have tried a base idle reset. As much as I can without a filler gauge.

when one of the 02 sensors is unplugged, the engine defaults to using the other one only for closed loop fueling. If both are unplugged, it will force open loop fueling.

so if you unplug the tps, iac, and the spout connector at operating temp, what does the car idle at?

After you get the o2 sensors squared away, make sure no vacuum leaks are present & check the canister purge valve to make sure its not stuck open.If its stuck open,it will allow unmetered fuel into the engine and cause a high idle.To check it,just disconnect the vacuum hose from its outlet port, plug the hose and just leave the purge valve outlet port open to atmosphere then see if the idle issue goes away.Does the high idle drop when the iac valve harness is disconnected??
