do you think it is cheaper to do a 331 stroker kit or a 306 rotating assembley kit or is it cheaper to buy the parts in peices?

Buying the pieces will be more expensive, always. Unless you are after some combination that's not been thought of yet, you'll find a kit if you look around out there.
Why only a 331? 347 no more $$$$$$
