Default Yeah, Yeah, another code question

Okay,, pulled codes (koeo) today and got one that im not sure where to begin. Got a code 12 and code 31. Know what the 31 is about - egr valve not closing. however, the other one -code 12- "system cannot raise engine speed above normal idle" What could be going on with that? With a bad egr be causing this type of problem, or am i looking for another problem somewhere else? One bit of info, that may or may not be related, the last week or so - service light comes on at about 1900 rpms/ 70-75 mph, and flashes pretty much through that range. However, if im city driving or even going 80-90 at wot, the sel does not flash. the two codes i have are the only ones that come up.

im also wondering if because of the code 12 - im not able to continue the KOER self test- as when i run it, i get no codes , not even the engine ID codes.

On a side note, notice references to a 1989 5.0 "SFI" engine. Are all 5.0 in 1989 SFI or where there several options?

take the EGR vlave off the car and clean the inside two holes sounds like they are gummed up and needs to be cleaned
