that might be your vehical speed sensor.

IAC have you cleaned it up or checked it to see if you have a deposit on it.

the cold startup is normal for the idle to go up to 2000 rpms but when its hot you said it idles at 700 rpms now thats a little low your car should about at about 800 to 850
